The
Sony web page is no fun to navigate, but it is hard to miss
their
Mini-DV camcorders...

does it do variable speed so I can shoot 480p/24fps
Mini-DV
is a fixed, very "set" medium... NTSC is 30fps 480i,
though
some cameras offer variations on this (Sony uses
15fps
480p, but this is intended only for stills - others offer
quasi
or true 30fps 480p [rather "jerky"-looking with motion
when
viewed on most TVs], and the Panasonic adds a
24fps
480p mode, but it is made up of parts of fields from
30fps
[see Adam Wilt's site for an explanation for this - and
it is
not ideal for either viewing or for editing, only for film
transfer...]).

housing for that though.
See
above - and the last generation of finally good "Handycam"-
style
cameras from most of the major makers (Sony VX2000/PD150,
Panasonic
DVX100, JVC DV-GY300, and Canon GL2 - and
maybe
Sony TRV950/PDX10) are all too new (except the VX2000)
to
likely have good underwater housings available for them(?). As
I
pointed out, in the low-contrast lighting of underwater, some
Sony
1-CCD models may perform very well (with highlight burnout
and
low-light limitations) as far smaller alternatives...
