The P
shutter speed range is limited to 1/60-1/250, depending
on
ambient-light exposure needs; in A mode, the shutter speed
can
vary anywhere up to 1/250th; in M mode and S mode, you
can set
anything up to 1/250th when the flash is on...

No - it
adjusts the shutter speed (if possible in the mode selected,
and
with the limitations pointed out above, when the flash is switched
on) to
match the requirements for correct ambient-light exposure.
Try the
various modes with fast film used outdoors in daylight, with
the
flash switched on...;-)
